Skip Rogers

Owner / Lead Instructor

Skip Rogers is a retired Lieutenant from the Folsom Police Department in Folsom, California. He has a Bachelor of Arts Degree in Criminal Justice Management from the Union Institute and University and is a graduate of the California Peace Officer’s Standards and Training, Sherman Block Leadership Institute. Skip has been a police officer for 25 years and has worked in a wide variety of investigative assignments during the course of his career. He is a member of the adjunct faculty for the Los Rios Community College District, Riverside Community College District, and the Las Positas College District.

Carl Stincelli

Founding Member / Lead Instructor / Expert Witness

Carl Stincelli is a retired Sergeant from the Sacramento County Sheriff's Department. He has over 30 years of law enforcement experience with assignments in Burglary, Child Abuse, Adult Sexual Assault, Special Investigations, and Vice. He has also published two works in the art of interviewing and interrogations. Carl holds a Bachelor of Arts Degree in Criminal Justice from the California State University in Sacramento (CA) and is a member of the adjunct faculty with two Community College Districts.

Brian Meux

Homicide Detective / Instructor

Brian Meux is a Homicide Detective with the Sacramento County Sheriff's Department. He has also worked assignments in Child Abuse and Sexual Assault as well as a member of the Sheriff's Department's Critical Incident Negotiations Team. In addition, Brian served in the California Army National Guard as a military policeman and has been a civilian peace officer since 1994. He holds a bachelor's degree in Political Science with a minor in Psychology from the University of California, Davis.

Jason Woodard

Major Crimes Detective / Instructor

Jason Woodard is a 12-year veteran of law enforcement and is currently employed by the Sparks Police Department in Sparks, Nevada. His assignment as Detective with Major Crimes Division includes investigating Homicides, Robberies, and other major felony crimes. Jason holds a Bachelors degree in Business Management from the University of Phoenix and is a part time instructor at the Northern Nevada Law Enforcement Academy. In 2009 Jason was invited speak to at the National Sexual Assault Response Team (S.A.R.T.) conference in Seattle, Washington.

Don Davis

Undercover Investigator / Instructor

Investigator Don Davis is a 20-year veteran of law enforcement and is currently employed by a state wide law enforcement agency. Don was a Correctional Officer with the California Department of Corrections for 1 1/2 years prior to his current appointment. His assignments have included Custody, Patrol, Field Training Officer, Academy Rangemaster. and is a member of a regional Warrant Service Team. He is currently assigned to investigations and has participated in homicide, property crime, sexual assault and internal investigations. Don has been in an undercover assignment for the past 3 years. Don holds a Bachelors degree in Criminal Justice Management and is a member of the adjunct faculty for the Los Rios Community College District.
Don joined the instructional staff of Interviews & Interrogations Institute in 2007 and has collaborated on their instructional material.

Paul Bishop

Paul Bishop

Sex Assault Detective (Retired) / Instructor

A thirty-five year veteran of the Los Angeles Police Department, Paul Bishop's career has included a three year tour as an interrogator with his department's Anti-Terrorist Division and over twenty-five years' experience in the investigation of sex crimes. For the past eight years, his various Special Assaults Units have consistently produced the highest number of detective initiated arrests and highest crime clearance rate in the city. Twice honored as Detective of the Year, Paul has also received the Quality and Productivity Commission Award from the City of Los Angeles.

Paul has had twelve novels published, including five in his L.A.P.D. Detective Fey Croaker series.  He has also written feature film scripts and numerous produced scripts for episodic television, as well as appearing as a television personality.  Paul continues to work privately as a nationally recognized interrogator and deception expert and as a specialist in the investigation of sex crimes.

Ninette Toosbuy

Sex Assault Detective Supervisor / Lead Instructor

Ninette Toosbuy is a detective supervisor with Los Angeles Police Department (LAPD). Currently, she is assigned to sex crimes investigations. Ninette has been with the LAPD since 1994 and has spent the past 14 years in investigations. Ninette has worked a variety of assignments including narcotics, robbery, assault crimes, domestic violence crimes and child abuse. Ninette holds a bachelor’s degree in history from the University of California, Los Angeles (UCLA) and a master’s degree in national security studies from the California State University, San Bernardino.

Dr. Gregory DeClue

Advisor / Consultant

Greg DeClue is the author of the 2005 book, Interrogations and Disputed Confes­sions: A Manual for Forensic Psychological Practice.  He authored a chapter in Police Interrogations and False Confessions, which won both the Book Award from the Ameri­can Psychology-Law Society and the Prose Award from American Publishers.  He has written more than 50 professional articles.  He is board certified by the American Board of Forensic Psychology.  Dr. DeClue is a 24-year veteran police psychologist, and is currently a forensic psychologist in independent practice in Sarasota, Florida.  He has conducted over 2,000 forensic psychological evaluations and over 1,700 evaluations of prospective or current law-enforcement or corrections officers.  He has analyzed over 200 interroga­tions from more than 80 different law-enforcement agencies, and has testified as an expert witness more than 500 times.

Certification

Our 24-hour and 40-hour Interviews and interrogations courses are both (POST Plan I) certified by California Peace Officer Standards and Training. This means that the courses are 100% reimbursable incuding time and 1/2 for overtime backfill. In addition, both classes are certified as universal electives for California I.C.I. courses.

Our 24 hour course is also California STC certified.

Courses outside of California are most often authorized through that state's respective Standards and Training certifications.
